<p>So, time to do a pre-emptive strike on the Natural Resources Committee. Again, our message is PROCESS. All sides were present at the table for the drafting of HB80. It was done in the open, and all sides had an opportunity to provide input. It&#8217;s a good bill, and it&#8217;s a compromise. It would also not hurt to state the things the land owners get from this process. HB80 should be give a chance to be heard on the floor of the house.</p>
<p style="padding-left: 30px;">1). We don&#8217;t know what the other bills say yet.<br />
2). All three bills will be voted out of the rules committee at the same time (sounds like a deal has been struck. It sucks, but that&#8217;s politics).<br />
3). When the bills come out of the rules committee, they will then move to Natural resources committee.<br />
4).  Assuming the bills come out of Natural resources, they will then get voted on in the House.</p>

<p><em>The bill deals with the issue created by the <strong>Conaster </strong>decision of the Supreme Court.  Rep. Fowlke has developed a bill that works for most recreationalists and property owners and for the Division of Wildlife Services.  Rep. Fowlke met with the Coalition of Friday to explain her bill.  Refer to the memo that I sent out earlier this week for more details on the Access bill.  It is interesting to see land owners, including ranchers, farmers and public water suppliers, start to realize that they will be in a better position with HB 80 than without it.  Stay tuned.</em></p>

Last year at this time Utah anglers and other river recreationists were preparing themselves for a Legislative battle they seemed to have little chance to win. Perseverance paid off and HB187, which would have limited public access to stream and river beds running through private property, was not defeated just once, but several times.</div>

<p><em><span id="slt_site"><span id="slt_article">Anglers have organized again for the 2010 Legislative session, but this time they head to Capitol Hill in support of a bill rather than fighting one and this time they are not going it alone.</p>
<p>Jeff Hartley, former Utah Republican Party executive director, has been hired as a lobbyist to represent anglers at the Legislature. The anglers have also found an ally, or at least someone who would listen to their concerns while constructing a new stream access bill, in Rep. Lorie D. Fowlke, R-Orem.</p>
<p>Fowlke said she was approached by officials from the Division of Wildlife Resources and others concerned about the stream access issue to work on and then sponsor a bill for 2010. Fowlke said the issue has no personal connection to herself or necessarily to her district.</p>
<p>&#8220;It has nothing to do with me other than I am an attorney who understands reasoning,&#8221; Fowlke told me before the session started. &#8220;Something needed to be done and I know water law.&#8221;</p>
